Military Land are certain sections of land (with empty plots) that are obtained outside your castle.
In these designated sections you can build Army tents, Hospitals and Mints.
If you try to build on an empty plot and only see Resources available (Quarry, Farmland, Mine, etc.) you are not on Military Land.
